QS Manager – Finance Contract Job

Job Description

1. Lead and supervise Site Account/IPC Engineers across all active projects.
2. Oversee preparation, verification, and consolidation of IPCs based on construction progress.
3. Ensure all project expenses, claims, and financial records are accurate and aligned with company policies.
4. Collaborate with Site Management, QS/Planning, Procurement, and Construction teams for progress validation.
5. Review subcontractor and supplier claims, variations, and progress reports before submission to Finance.
6. Coordinate project cash flow planning and advise Finance on funding requirements for each project.
7. Conduct periodic site visits to monitor controls, verify documentation, and support site finance operations.
8. Ensure project accounting complies with audit requirements, internal controls, and contractual obligations.
9. Prepare consolidated project cost reports for management, including progress, risks, and budget gaps.
10. Provide expert guidance to project teams on financial procedures, cost discipline, and documentation standards.
11. Any duties have been assigned by General Director – Finance / Superior.

Job Requirements

• Bachelor’s degree in Accounting, Finance, Civil Engineering, or related field (dual background preferred).
• 5–7 years of experience in construction finance, project accounting, or IPC management, with at least 2 years in a supervisory role.
• Strong understanding of BOQ, construction contracts, progress valuation, and site financial controls.
• Skilled in MS Excel and ERP systems (SAP preferred).
• Strong analytical thinking, attention to detail, and problem-solving ability.
• Effective leadership, communication, and cross-department coordination skills.
• Ability to travel to project sites and work in a fast-paced development environment.
• Proficiency in Khmer and English.
